Hello Connie,
The selective criteria used for Germans to America was only applied to the first 9 volumes (covering 1850-1855) of the 67 volume series...

"In the 1850-1855 volumes, these lists contain a minimum of 80 percent German surnames and are published in their entirety. Starting in 1856 the selection criterion changes to include all ships
with German passengers, regardless of the percentage." (From the introduction to Germans to America, Volume 10).

I'm not as familiar with the Italians to America series <http://home.att.net/~wee-monster/italians.html>;, but I believe it only includes those passengers listed with Italy in the column labeled,
"country to which they severally belong" on the passenger lists. Italians to America indexes New York arrivals only. Germans to America indexes arrivals to all 5 major US ports through 1890.
Beginning with 1891 only New York is included.

In both cases US passenger arrival records were used.
