I have heard Balch Institute had selective criteria for the names in Germans to America. Could someone tell me exactly what their criteria was?

Also, does anyone have an opinion about the completeness of Italians to America? Was everyone departing from an Italian port included or just those identified as previously residing in Italy.

Am I correct that in both cases US passenger arrival lists were used?
